The awards are now in their 36th year and aims to showcase the best initiatives and achievements in housing modernisation projects, as well as associated activities such as energy efficiency, renewable technologies, safety and design quality. Optima reached the final two in the Best Brownfield or Recycled Building Project category for its redevelopment of a derelict pub site, The Firebird, on the Benmore estate in Edgbaston, Birmingham.   The scheme of 30 homes, made up of 16 apartments and nine houses for social rent and five houses for shared ownership are the first that Optima has built with photovoltaic panels to generate electricity.  The homes reach Level 3 of the Code for Sustainable Homes (CSH) and other eco friendly features include increased levels of insulation, mechanical ventilation which recycles waste heat and eco-efficient boilers.  A sustainable travel plan was developed so that residents can make the most of opportunities to use public transport and safe walking routes.  Simon Kimberley, Optima Chief Executive said: “We are delighted that Optima is shortlisted. The pub had been empty and derelict for a number of years becoming a magnet for anti-social behaviour and squatters.  Our scheme has delivered energy efficient homes which is a high priority for our residents and given five local couples the opportunity to get onto the housing ladder through shared ownership. “Four of the five shared ownership homes were sold off plan which given the current economic conditions was a major achievement and indicates the level of popularity of this development.” The scheme, designed by Walker Troup Architects and built by Bullock Construction was officially opened in July by Cllr John Lines, Cabinet Member for Housing and 10-year-old resident, Rafia Hussain. The development is part of the wider regeneration of five former council estates that has been ongoing since 1999.  Over 1,600 homes have been built in the area together with a hotel, shop, parks and community facilities, completely transforming the estates with an investment of over £200m to date. The winners, Luminus Group, were announced at an awards ceremony in London on November 24th. So police are advising shoppers to hide all purchases out of sight in the boot of the car – and don't forget to lock up. The project was to be funded through the government's feed-in tariff which has been featured heavily in the media over the last 6 months.  By fitting solar panels and generating renewable electricity Optima is paid a FIT for every kilowatt of electricity produced and for the excess energy generated by the panels.  This in turn provides sufficient funding to repay the loan to buy and fit the panels and pay for long term maintenance costs over a 25 year period, enabling Optima to complete the installations without charge. The rate of FITs was fixed to March 31st 2011, however, on 31st October, the government launched a review of the scheme and is proposing a reduction of over 50% in the amount paid for large scale PV retrofit schemes which applies to Optima's proposals.  Although the review is a consultation process that ends on December 23rd 2011, the lower rate will apply to any PV installations after December 12th 2011.  The reduction in the tariff makes fitting the panels uneconomical and we have had no option but  to place the project on hold pending the outcome of the government's consultation process. David Stevenson, Director of Property Services said: ‘We are hugely disappointed that we are unable to take this project forward at the present time.  Installing solar panels on our homes will reduce the energy bills of individual tenant's households by around £150 per year and there has been a lot of interest from Optima's tenants who would like the option of generating renewable electricity.  Given the sharp rise in energy prices over recent years and those predicted in the future, our tenants would have seen real benefits in their household income from the installation of solar PV panels.  This is a national issue and we will be working with the National Housing Federation and Chartered Institute of Housing in an attempt to persuade the government to change its mind.'
